(Anonymous) 2012-01-20 06:52 pm (UTC)(link)The countries without any extradition treaty of any sort are largely for political reasons (North Korea, Cuba, China, UAE, etc) or because they're poor and politically unstable. It's possible that one of them objects to any extradition for any reason because of capital punishment, but to be quite honest the list of countries without an extradition treaty with the US overlaps substantially with the list of countries with capital punishment.
