It's literally true. The US can ask/bully/cajole, and a foreign nation may bow to pressure, but the US has no legal ability to legislate in foreign jurisdictions. Sovereign states are sovereign states and are not under US legislative jurisdiction. They can give the US a rude gesture and say fuck no if they want. (And sometimes they do.)

It's actually not literally true, because you used the words "has no power to", and the power to bully/bribe/cajole/extort/whathaveyou is literally still a form of power. You can say it's figuratively true, in that respecting sovereignty is an ideal to which countries have to keep the appearance of doing, but it is not literally true.

Exactly. I dare above anon to go to Iraq of Afghanistan and say "The US has no power to dictate law outside its jurisdiction" out loud in the streets. Shouldn't be a problem if it's true.
