No, okay, just...no. I still don't really get it and I am going to go ahead and privately think that those rules are insane. Feel free to ignore me entirely, it's probably a cultural thing.

I don't get it either, anon, and I'm with you on the cultural thing. I'm pretty sure we don't have these rules here, and we don't have a higher number of abuse case than other countries. How are kids gonna learn what inappropriate touching is when there's no appropriate touching? How are they gonna learn how to set boundries, and how to spot that their boundaries are disregarded? Not hugging a crying child is not okay. Those rules are not okay, and I don't think they're common either. OP's country has a fucked up idea of protection.

Agreed. Close friend of mine works in child care, I have never heard her speak of such rules.

I think the unfortunate truth is that abusers will find a way, no matter what the rules are and no matter how much we try to prevent it. I'm sure there are ways to decrease frequency, but I'm unconvinced that we can eradicate it with society the way it is today. Escpecially not by having these kinds of frankly arbitrary rules.

This. It sounds to me like all it's teaching those kids is that any kind of touch is inappropriate. Maybe it'd better to invest more in surveillance, instead?
