It's actually not literally true, because you used the words "has no power to", and the power to bully/bribe/cajole/extort/whathaveyou is literally still a form of power. You can say it's figuratively true, in that respecting sovereignty is an ideal to which countries have to keep the appearance of doing, but it is not literally true.
