It's literally true. The US can ask/bully/cajole, and a foreign nation may bow to pressure, but the US has no legal ability to legislate in foreign jurisdictions. Sovereign states are sovereign states and are not under US legislative jurisdiction. They can give the US a rude gesture and say fuck no if they want. (And sometimes they do.)
